Build-in Costs of Environmental Damage <Idea>

This is not a new idea, but it is helpful to think of this from a systems perspective.

The current economic system is very good at allocating resources if it has the correct signals. 

If you build in cost signals and a structure for rewarding the ends you are looking for, the system will automatically generate very creative solutions.  This is usually much better than forcing a specific solution on the system from the outside.
